答 ：依據標準的不同，於大毘婆沙論 最少有三說：
◆譬喻師主張：一切煩惱，應皆是不善，因為是不巧便慧所攝持故。 ◆另一家主張：色、無色界煩惱，應皆不是不善，因為不感不愛果故。唯欲界煩惱，應皆是不善，因為感不愛果故。 ◆有部師主張：色、無色界煩惱，應皆不是不善，因為不是「無慚無愧，或彼相應，或彼俱有，或彼所生」故。 欲界身見、邊見及彼相應無明，應皆不是不善，因為不是「無慚無愧，或彼相應，或彼俱有，或彼所生」故。 餘欲界煩惱，應皆是不善，因為是「無慚無愧，或彼相應，或彼俱有，或彼所生」故。
